I am surprised that you are in Brazil and yet you are unable to monetize. I am in the country that can monetize with the help of Stripe payment services, but even then Stripe closed my account! I can't earn anything via Medium. When being asked why, Stripe would not reveal further the reasons my account was closed. Oh well...
